Buttons within media-sidebar compat-item form do not load on first open

A number of media plugins (e.g. Regenerate Thumbnails, Crop Thumbnails) add buttons to the media sidebar and edit image modal inside the 'compat-item' form.

While this relates to plugins, it seems clear to be a core issue rather than a plugin issue (or at least involves a change that plugins need to adapt to).

Since updating to 6.2 these buttons no longer appear on first load. Only when you close the media window and then click on the thumbnail again to reopen the media window do these contextual buttons appear.

Have tested with exact same set-up but using core 6.1.1 and the issue is not there.

Thanks for reporting! This appears to be a duplicate of #58051, already fixed in trunk and slated for 6.2.1. If you can verify that this is fixed in the current alpha of trunk, that would be great - if not, feel free to reopen with any additional details!
